Moein was born in Najafabad in 1951, Isfahan, considered by many to be Iran's "City of Artists". He was so fond of his birthplace that even though Tehran had become the Center of all artists, he still stayed in Isfahan and continued to perform at the "Shah Abbas" Hotel.
